1. Metrology certification

Metrology certification refers to the assessment of the working performance of the metrology verification and testing equipment, the working environment and operating skills of the personnel of the product quality inspection institutions that provide notarized data to the society, and the measures to ensure the uniformity and accuracy of the measurement value and the quality system ability of the fair and reliable test data by the National Certification and Accreditation Administration and local quality inspection departments in accordance with the provisions of relevant laws and administrative regulations. Why do we need to pass metrology certification? The basis is: Article 22 of the "Metrology Law" stipulates that product quality inspection institutions that provide notarized data to the society must pass the metrology administrative department of the people's government at or above the provincial level for their metrology verification and testing capabilities and reliability assessment. Article 32 of the "Detailed Rules for the Implementation of the Metrology Law" stipulates that product quality inspection institutions that provide notarized data to the society must be metrologically certified by the metrology administrative department of the people's government at or above the provincial level.

2. Review and approval

Review and approval refers to the review of the testing capabilities and quality systems of the inspection institutions that undertake the inspection tasks of whether the products meet the standards and undertake the supervision and inspection tasks of other standards by the National Certification and Accreditation Administration and local quality inspection departments in accordance with the provisions of relevant laws and administrative regulations. Why do we need to go through review and approval? The basis is: Article 19 of the "Product Quality Law" stipulates that product quality inspection institutions must have corresponding testing conditions and capabilities, and can only undertake product quality inspection work after being assessed and qualified by the product quality supervision and management departments of the people's governments at or above the provincial level or their authorized departments. Among them, product quality inspection institutions refer to product quality inspection institutions that are legally established and authorized by the product quality supervision and management departments of the people's governments at or above the county level and provide notarized data to the society. The product quality inspection work they undertake refers to notarized inspection work such as product quality supervision and inspection, arbitration inspection, etc. When dealing with disputes over product quality, the inspection data issued by the product quality inspection institutions established and authorized in accordance with the law shall prevail. The assessment of statutory product quality inspection institutions is review and approval. Review and approval includes review and acceptance or authorization in accordance with the law: review and acceptance is an assessment of product quality inspection institutions established in accordance with the law; authorization in accordance with the law is an assessment of product quality inspection institutions authorized in accordance with the law.

3. The relationship between metrology certification and review and approval

Metrology certification and review and approval are both government administrative acts. The data provided by the product quality inspection institutions that have passed the metrological certification are legally binding; only the product quality inspection institutions that have passed the review and approval are qualified to undertake the inspection and supervision inspection tasks issued by the national administrative agencies. The product quality inspection institutions that apply for review and approval must have the qualification of metrological certification. The review and approval are generally assessed together with the metrological certification. The projects for applying for metrological certification and applying for review and approval are the same and can be implemented together. Therefore, the product quality inspection institutions that can apply for metrological certification and review and approval include: national quality inspection centers, supervision and inspection institutions, environmental protection inspection stations, disease prevention and control centers, etc.; product quality inspection institutions that can apply for metrological certification include: corporate legal person testing companies, etc.; the laboratories of production enterprises cannot apply for metrological certification because they do not have the third-party impartial status.

4. The relationship between metrological certification, review and approval and qualification certification

The 86th Order of the General Administration of Quality Supervision, Inspection and Quarantine, "Management Measures for Qualification Accreditation of Laboratories and Inspection Institutions", has been implemented since April 1, 2006. The forms of qualification certification include metrological certification and review and approval. It can be said that the qualification certification work currently done by the inspection institutions or statutory quality inspection institutions that provide notarized data to the society is the previous work of metrological certification and review and approval.
