1. What is the metrology certification mark CMA?
CMA is the abbreviation of China Metrology Accredidation.
Testing institutions that have obtained metrology certification certificates can use this mark on inspection (inspection, test) certificates and reports according to the items approved and listed on the certificate.
2. What is the nature of metrology certification?
Metrology certification is based on the "Metrology Law of the People's Republic of China". Article 22 of the law stipulates that "product quality inspection institutions that provide fair data to the society must pass the metrology administrative departments of the people's governments at or above the provincial level for their metrology verification and testing capabilities and reliability assessments. In Articles 32, 33, 34, 35 and 36 of the "Implementation Rules of the Metrology Law of the People's Republic of China", it is further clarified that metrology certification is a legal and mandatory assessment of testing institutions, and is a formal recognition given by government authorities to testing institutions for the specified types of testing.
Since this assessment is called "metrology certification" in the "Implementation Rules of the Metrology Law of the People's Republic of China", the name "metrology certification" has been used to this day.
3. What is the legal effect of metrology certification?
According to the regulations on metrology certification management, metrology certification is a mandatory assessment of testing institutions. The data issued by the testing agency with qualified metrology certification is used for the certification of trade, product quality evaluation, and achievement appraisal as notarized data with legal effect. It is illegal for a technical agency without metrology certification to provide notarized data to the society, and the violation must be investigated.
Fourth, what is the use of the test data and results of the metrology certification qualified testing agency?
The purpose of the testing agency is to provide the society with accurate and reliable test data and test results. The data and results issued by the testing agency with qualified metrology certification are mainly used in the following aspects:
1. Government agencies should formulate and implement various policies and policies based on relevant test results;
2. Scientific research departments use test data to discover new phenomena, develop new technologies and new products;
3. Producers use test data to determine their production activities. 4. Consumers use test results to protect their own interests; 5. The circulation field uses test data to determine its purchase and sales activities. 5. What is the history of metrology certification and international laboratory accreditation? In 1947, Australia established the world's first national laboratory accreditation system and established the accreditation body, the National Testing Association of Australia (NATA). In the 1960s, the United Kingdom also established a laboratory accreditation body, which led to the establishment of accreditation bodies in European countries. In the 1970s, the United States, New Zealand, and France also carried out laboratory accreditation activities. In the 1980s, laboratory accreditation developed to Southeast Asia, Singapore, Malaysia and other countries to establish laboratory accreditation bodies. At present, most countries in the world have implemented laboratory certification and accreditation systems. In the early 1990s, my country promulgated the "Technical Assessment Specifications for Metrology Certification of Product Quality Inspection Institutions" (JJG1021-90), and established the earliest laboratory certification/accreditation system model. Since the word "certification" is used in the national metrology law, "metrology certification" is actually a statutory accreditation activity for laboratories.
Sixth, what is the difference between metrology certification and national laboratory accreditation?
Metrology certification is one of the important work contents of legal metrology management. For testing institutions, it is a mandatory approval system for testing institutions to enter the testing service market, that is, only institutions with metrology certification qualifications and legal status of metrology certification can provide testing services to the society. National laboratory accreditation is consistent with the foreign laboratory accreditation system and is a voluntary application for capacity accreditation activities. Testing technical institutions that have passed national laboratory accreditation prove that they meet the general requirements for calibration and testing laboratory capabilities that are internationally accepted.
Seventh, how is metrology certification graded? How to organize and implement it?
Metrology certification is implemented at two levels. The first level is national, organized and implemented by the National Accreditation and Certification Supervision and Administration Commission; the first level is provincial, and the provincial quality and technical supervision bureau is responsible for organizing and implementing the specific work, which is undertaken by the Metrology Certification Office (Metrology Division). Whether it is national or provincial, the effectiveness of implementation is completely consistent. Whether it is national or provincial certification, the qualifications of certified testing institutions are equally legally valid throughout the country, and there is no difference in effectiveness between different handling departments.
VIII. What kind of evaluation criteria are used for metrology certification?
In 2001, the state promulgated the "Metrology Certification/Review and Accreditation (Acceptance) Evaluation Criteria (Trial)", which was implemented on December 1 of the same year and the original evaluation criteria JJG1021-90 were abolished. At present, the evaluation system followed by metrology certification is basically similar to that of foreign countries. Its basic content is consistent with the laboratory accreditation criteria of ISO/IEC Guide 25 (90 Edition), and at the same time, it supplements the provisions of my country's metrology legal management.
IX. What is the current situation of testing institutions that have passed metrology certification in our province?
There are more than 700 testing institutions that have passed metrology certification in our province, covering agriculture, fishery, forestry, machinery, post and telecommunications, chemical industry, light industry, electrical engineering, electronics, metallurgy, geology, transportation, urban construction and environmental protection, safety protection, water conservancy and other industries and departments, and a relatively complete testing category has been formed.
10. How to carry out metrological certification of testing institutions?
Guangdong Province strictly follows the metrological certification work procedures for testing institutions. It can be roughly divided into the following main steps:
1. Submit metrological certification application materials (including: quality manual, procedure documents, etc.) to the Provincial Metrology Certification Office;
2. The Provincial Metrology Certification Office conducts a written review of the application materials;
3. After the written review, the Provincial Metrology Certification Office arranges a commissioned technical review group to conduct an on-site verification review based on the evaluation criteria for metrological certification;
4. After the on-site review, the testing institutions that meet the requirements of the criteria will be issued a metrological certification certificate and a metrological certification institution seal by the Provincial Quality and Technical Supervision Bureau, and will be published on the Internet.
