1. Qualification recognition

The validity period of the qualification certificate is 3 years. The CNCA and local quality inspection departments regularly publish the list of laboratories and inspection institutions that have obtained the qualification, as well as metrological certification items and authorized products for inspection.


The accreditation of food inspection institutions shall comply with the Administrative Measures for the Accreditation of Food Inspection Institutions, and the accreditation shall be carried out in accordance with the Criteria for the Accreditation of Food Inspection Institutions.


2. Laboratory accreditation


Laboratory accreditation is a process whereby an authority formally recognizes that a testing/calibration laboratory is capable of performing a specified type of testing/calibration. Laboratory accreditation belongs to the field of conformity assessment. With the development of international conformity assessment activities, China established a national laboratory accreditation system in 1993. China's accreditation body is the China National Accreditation Service for Conformity Assessment (English abbreviation: CNAS), at present has signed a mutual recognition agreement with 74 laboratory accreditation bodies in other countries and regions, the inspection report issued by the laboratory accredited by CNAS can be recognized by the national and regional accreditation bodies that sign the mutual recognition agreement.


CNAS-RL01 "Laboratory Accreditation Rules" (2011 version) stipulates the procedures and requirements for the operation of laboratory accreditation system, which is the guarantee of the fairness and standardization of accreditation work; Cnas-cl01:2006 "Standards for Accreditation of Competence of Calibration and Testing Laboratories" is equivalent to adopting ISO/ IEC17025:2005 "General Requirements for Competence of Testing and calibration Laboratories" as the basis for accreditation of competence of testing and calibration laboratories. Laboratories engaged in testing/calibration work, including first party, second party, third party laboratories, etc., can voluntarily apply for accreditation. The laboratory must meet the following conditions in order to be recognized by CNAS: first, it has a clear legal status and the ability to bear legal responsibilities; The second is in line with the accreditation standards issued by CNAS; The third is to comply with the relevant provisions of the CNAS accreditation standard documents and fulfill the relevant obligations; Fourth, it complies with relevant laws and regulations. Laboratory accreditation certificates are generally valid for 3 years. CNAS is responsible for the publication of accredited laboratories, and the scope of their accreditation is included in the list of accredited laboratories and published. By the end of April 2012, CNAS had a total of 4,972 accredited laboratories.


Around the reliability of testing and calibration results, laboratory accreditation is currently an international practice. Demonstrate compliance with the internationally accepted general requirements for testing/calibration laboratory competence through a laboratory accredited testing technology organization. Laboratory accreditation is also the most effective way for suppliers, demanders, and even the government, military, and courts to judge and trust the laboratory's ability when choosing a laboratory.


3. The relationship between qualification and laboratory accreditation


Laboratory qualification is our country's administrative license project, is mandatory; The national laboratory accreditation is consistent with the foreign laboratory accreditation system and is a voluntary application for the ability to recognize activities.


For laboratories accredited by accreditation bodies determined by the CNCA, when applying for accreditation, the corresponding accreditation procedures should be simplified to avoid unnecessary repeated reviews. For accredited laboratories to be accredited, only the specific terms (boldface) of the Accreditation Criteria for Laboratory Accreditation will be reviewed. If you apply for laboratory accreditation and qualification at the same time, it should be evaluated according to the specific provisions of the laboratory accreditation criteria and the "Laboratory Accreditation Evaluation Criteria".


The state encourages laboratories to obtain accreditation from national accreditation bodies to ensure that their testing and calibration capabilities meet relevant international basic standards and general requirements, and promote international mutual recognition of testing and calibration results.


Laboratories that have passed the accreditation and laboratory accreditation have the basic conditions for applying to undertake the mandatory certification of designated laboratories.
